Dr. Timothy A. Raines (he/him) blends a scientist’s curiosity with an educator’s heart in his role as Vice President of Quality Initiatives at the Indiana Afterschool Network. He leads statewide work to elevate out-of-school time programs by driving innovation, strengthening quality, and championing practical, research-based supports for youth and those who guide them. Grounded in both science and inclusion, Dr. Tim is recognized for bridging best practices with real-world needs across Indiana’s communities. His guiding belief is simple: every child, family, community, and provider should feel seen, valued, and empowered to thrive.
